Because for the base OS, man pages are all bunched into the SUNWman
package, so you either get all of them or none.   This is a holdover
of the original Solaris packaging, which considered documentation as
something to only be installed in the larger install clusters, but
left off of minimized/space-constrained systems, and should be fixed
in the future when IPS refactors the packages for the modern world,
and the man pages should be moved into the packages for the software
they document.
