I would not assume that a large number of fixes will be made available
on the release branch. Critical fixes for stability and security are
the primary targets for that branch; others will require consideration,
as there is additional cost involved.
As Alan said, something like the webstack bug you reference would have
to come from that team, and they can make the initial judgment on
whether they feel it's appropriate for the release branch.
