Upgrading requires access to a package repository that contains the
new packages, but unlike most Linux package managers, IPS can't
currently treat a CD as a package repository. Therefore the only way
to upgrade right now is to talk to a package repository over the
network.
(I guess it might still be possible to put an item in the boot menu to
achieve that, but it would still have to pull the bits over the net
rather than off the CD.)
