Ok, it figures.  One day after I built the 0.2.7 weave installer, than they came out with 0.2.93.  This version doesn't use WebDAV, but instead uses a php server in your web-server.  You can use MySQL or sqlite as a backend for storage.

So, after playing with it for a few days, version 0.2.98 is now ready
