This bug is only part of the puzzle. As is alluded to 
in the blog posts above, the mechanism that was present
didn't deal with fatal errors that occured during
boot.

In order to provide a fully functional graphical boot
where errors during boot take you into a text mode
for informational purposes (or to allow you to fix things
so boot can progress), the virtual consoles project is
needed as Glynn pointed out.
