Hello Dennis,

Try to think this way:
IPS is the way of delivering packages, so you don't need to rebuild 
anything unless it is needed by underlying system. For example if you 
would like to set up IPS repository for Indiana, than probably you will 
need to rebuild some of the packages, since there is lack of some 
libraries on the system (all the non-opensource ones).
