There's something else going on in your particular situation that is rather odd.

I assure you, I have personally used ips on a variety of systems
without issue on everything from a very slow wi-fi connection to a
16MBit cable modem.

We really need more information about your connection (speed, etc.)
and possibly your isp so some debugging can be done.

Have you done any traceroute or packetloss checks to see if you have
network problems that are severely interfering?

In addition, as you noted in that post, you weren't able to install
.91 of the pkg client which would likely resolve most of your problems
with the timeout issues.
