The need for it depends on the specific media format(s) we end up 
needing to build, which won't be determined until we've done more work 
on the automated installation feature, as its needs might drive some 
changes from the existing live CD design.  That, in turn, could make 
moving this stuff to root unnecessary, or make it critical.
