You're right so far.  You resized the windows partition, which was the right thing to do.  Now you have to resize the windows filesystem, which resides on that partition.  The filesystem (it will be NTFS or FAT32) doesn't automatically resize itself when the partition it is on is given more space.

That can be done with many different programs.  I believe those linux partition editors ususally support doing this?  From the look of this, gparted supports growing ntfs and fat32 filesystems, so maybe you can give that another try: http://gparted.sourceforge.net/features.php

I'd also like to say that your data should be backed up before doing these things, in case something goes wrong :)  I think you will find success though.
