   In addition having to reboot just because of a failed package download
   is bad IMHO. Reminds me of Win95. Download should happen to a
   staging area which then is transferred to the live filesystem en-masse
   and actions processed. Reboot should only be needed to recover from
   rare weird install problems unrelated to downloading the bits.
