We've got some comments and the current proposal is as follows.

[Input Method default trigger keys]

     <Asian locales>
	Henkan_Mode, Alt+Henkan_Mode, Hangul  (for JA/KO keyboard)
	If above is not found -> Ctrl+Space
     <Russian>
	Ctrl+Shift
     <Other locales>
	Left_Alt+Left_Shift
