NO - read the bug report. There is a bug in recent Nevada builds that causes gnome to not display a shutdown option some of the time due to a race condition when the user logs in. The solution, in comment 10 of the bug report, is to stop gdm from daemonising. The fact that I added the line to power.conf and I got the shutdown option back was just a coincidence - sometimes the option appears, sometimes it doesn't.

The only reason you would need to add 'S3-support enable' to /etc/power.conf is if your computer is not in the whitelist of machines which are known to work correctly with suspend to RAM on Nevada. In this case you won't have the option to suspend to disk - unless you add this line to power.conf .
