After taking a closer look at the desktop of your screenshot, it now appears very clear that you are running the generic (i.e., Sun's) version of OpenOffice.org in OpenSuSE 11.0.

Try to repeat the same steps with Novell's version of OOo, i.e., running the /usr/bin/oowriter script to start OpenOffice.org.  You should not see any problem in displaying Chinese characters whether the SAL_DISABLE_FC_SUBST parameter is set to 0 or 1.

Now, we seem to have a very firm proof that this problem rests squarely with OpenOffice.org, and Sun's Hamburg team should be notified to solve this problem (although we are the ones who will suffer).
