Actually, as far as I can tell, translations, at least for the Chinese languages, appear to be first class. Keep in mind that no one will be satisfied with every translated word, but Sun seems to have put in a lot of TLC's to make sure that they are as good and accurate as practicable.
But the problem here is "technical"--a very stupid & conspicuous technical incompetence that will have a very profound negative impact not just about OpenSolaris, but about Sun (& those of us who have nothing to do with Sun) as well.

When I changed the log-in locale from Chinese to American English, OpenSolaris created a non-directory file called Desktop (-rw-r--r--), while keeping the 桌面 (Desktop in Chinese) directory that was created when I logged into the Chinese locale.
So, every time I clicked on the "Places" on the GNOME menu bar, I always got an error message. And I cannot access the files that I created when I was in the Chinese locale. This is further complicated by the fact that IIIM can go on strike (partially crashed) often at a very critical moment.
Also, when you look at the screenshot more closely, you will find out that even some of the English letters are garbled (& this is in en-US--American English--locale!). I think you really have to try very very hard to find another operating system that will show this kind of problem. IF EVER.
