No.

What I am saying is that, the Chinese fonts will not be garbled when I run OpenOffice.org (1) in the Chinese locale, AND (2) with the appropriate Chinese language pack installed.

However, this is only a "metastable" condition.  As I described in the original post, when I change the "system" font setting (System -> Preference -> Appearance _> Fonts) from whatever the default is, to something else, then we are back to square one, garbled Chinese characters would become garbled again.
