Following johnlev's advice, I'm marching ahead with the following:

/usr/sbin/syseventadm add -c EC_xendev \
/usr/lib/xen/scripts/xpvd-event 'action=$subclass' \
'domain=$domain' 'vdev=$vdev' 'device=$device' \
'devclass=$devclass' 'febe=$fob'
/usr/sbin/syseventadm restart
