  I suspect we're not creating the correct fonts.dir files, since we
  currently haven't constructed a font handling action or service for
  image packaging yet.  I can try to test this, though--is there more to
  it than selecting zh_CN in the initial install and then installing
  additional software?  (That is, what other tweaks might I have to do?)
