In my case I think something happened somewhere around build 109 (server moved to cherrypy?), because the partial refresh has no longer worked since then, while the full refresh works without issues. Again, with telnet/wget everything is fine, and I'm not even using a proxy (I suppose ISP doing deep packet inspection).
