I found the problem. It had nothing to do with Solaris. We have a web monitoring and proxy appliance that decided to cache the package list. Removing it from the chain allowed the update to work as expected.

The appliance box is supposed to pay attention to cache policy from the web sites that are visited, I'm wondering if the package site is not setting the headers properly.
