Whether people implement proposals depends on the way Sun deals with the 
results.

If implementors need more time to advocate the changes for Sun than the 
implementation took, implementors will be discouraged.

If Sun does not fix the contributor agreement, some people will not sign it.

I have a lot of code waiting, e.g.

a refurbished and enhanced SCCS 
a refurbished and enhanced diff
a refurbished and enhanced sh

Implementations as a result from proposals need interest from Sun.
Things will change if Sun shows interest.
