My recollection is that full 508 compliance requires "equivalent  
access" to all users.  If we required some subset of our users to  
download extra packages just to read their mail, then I dare say most  
people would deem that a workaround they could live with, but it would  
be somewhat bending the spirit of the accessibility guidelines.

If Thunderbird accessibility is as good as Will says it is, though,  
then it's not really an issue :)
