You're right that the solution implemented there is not targeted towards
enterprise or mass deployment, which is why it may appear 'crude' when
you try to apply it to something it wasn't designed for. However, I
think it is quite slick for single end-user system installs.
I can tell you that enterprise-level management functionality is in
development for the sort of mass deployment you're talking in the pkg(5)
project, the Automated Installer project, and others.

Which is exactly why the pkg(5) doesn't provide arbitrary scripting; its
focus is only on moving the bits into the right places and doing the
minimum amount of work necessary for the system to be able to use those
bits.
