I believe you're seeing the fact that the restart_fmri facility came in
*after* 2008.05 but we publish certain packages like openoffice against
the 2008.05 itself so it lacks the restart_fmri tags.

Bart and I spoke about this at one time and it's likely safe for us to
publish the tags back to the earlier build since pkg(1) should ignore
them but we would have to verify that formally before making this
change.

Please feel free to open up a bug if there isn't one specifically filed
on this.
