I've jumpstarted several systems with build 70 and saw no issues.

What was in there?

You read the manual incorrectly; the manual says "similar to import but
no changes are made"; it only takes SMF files.

Verify the netboot image.

Also verify that the net image is exported read-only and with root
access.
