While the bugids are necessary, they are not sufficient as ChangeLog
entries.  Please include at least a few words, for example the
synopsis of the bug.  Also make it clear if the bug was submitted
upstream or taken from upstream.
In this case, I found that you "state:upstream" was added in the patch
comments but it's not clear from the changelog or the comments how
this patch is upstream.
