[jds-review] Fix for Bug#6555581

Fix for Bug#6555581, which moves /usr/bin/network-admin to /usr/lib and
replaces it with a script that first checks if NWAM is running.

If NWAM is not active, it will allow the user to configure things using
network-admin, otherwise it produces a dialog pointing people at more
information as to how to configure NWAM.
