[jds-review] review: SUNWzz-gnome-l10n & SUNWgnome-dtlogin-integration 6585088

I'ld like to fix three problems.

1. Remove pt in SUNW_LOC of SUNWzz-gnome-l10n.
   - Add SUNWzz-gnome-l10n.spec.diff
   - Currently 'pt' does not work in SUNW_LOC and it causes a installation trouble.

2. Add ar_SA, he_IL in SUNW_LOC of SUNWzz-gnome-l10n.
   - Add SUNWzz-gnome-l10n.spec.diff
   - Arabic and Israel needs .mo files for RTL.

3. Removing l10n files in SUNWgnome-dtlogin-integration
   - Add SUNWgnome-dtlogin-integration-01-no-mo.diff in this time.
   - .po files are needed for intltool-merge only but .mo files are not needed for this CDE interface. Previously I put $DESTDIR is /tmp not to install .mo files.
