if I see right ...

You would do that (according to your patches)

 rm -rf $RPM_BUILD_ROOT%{_infodir}
+rm -rf $RPM_BUILD_ROOT%{_datadir}/locale

If I understand right, you would add locale dir. I would not add locale. I
woudl like rm -rf locale.
