tcsh does this, and while it's convenient in the shell, it's annoying when
you execute another program from that shell which doesn't respect this
setting and you suddenly find backspace isn't working any more.   Thus, I'd
prefer Jim's suggestion to put it in the kernel so it fixes the issue for
all programs, not just the shell.
