Is 430 okay?

Up until now I've been running into bugs in webrev.  Steve Lau has fixed
them, and I'm currently reviewing the webrev to make sure it's sane
(i.e., no other webrev bugs).

It's certainly an improvement over global settings, though I'm still
nervous about disabling warnings like this.

mike
