The OGB is not the only body in need of this -- ARCs (architecture
review committes) have the same problem but have the additional
requirement that we need to allow attendance by not just the committee
members but also the folks with proposals being reviewed and any other
interested member of the community.
voip technologies have at least some promise here from the "phone cost"
perspective.
