+1.  In fact, if the only way to be "involved" is to either dial in  
or to listen through a recording I would suggest that's "exclusion by  
over-detail" - the same technique monopolists use to swamp their  
opponents in detail in order to avoid judgement.  Promptly-delivered  
written minutes and the associated discussion on this list are perfect.
