It is?  I just completed opening a project and missed this requirement. 
The request may be in my mail somewhere (though as part of requesting
the project, not as part of opening it, which was a long time ago), but
Eric, you could easily hold un-hiding the project page hostage to either
a draft or full announcement being ready.

Certainly a reminder at that point in the process would be helpful.
