Let's not invest any effort in remedying this right now; I'm busy
writing a proposal for a new project creation process that I'm hoping
the OGB will approve next week.  In addition to specifying the exact
requirements of the various participants, it will be
automation-friendly so that at some future date we can incorporate
project creation into the site tools rather than expecting Eric to do
it manually.
