The project-announce list has been created.

As specified above, posting is moderated, but subscription is
open. OGB members have already been subscribed.

There should probably be at least two owner/moderators. I
think the `Project Herald' (currently me) is supposed to be
one, and Glynn is co-owner/co-moderater the other OGB list,
ogb-discuss. Therefore I made Glynn and me
co-owners/co-moderators of project-announce for now.
