If you've asked the existing core contributors to a community group to
designate you as a core contributor, and they haven't done so, and
can't adequately explain why they won't, then that sounds like it
could be a legitimate dispute that the OGB could address.

But if you haven't asked or otherwise pursued "core contributor"
status, then I'm not sure what we're to make of this concern, or how
the OGB should be at all involved.  I don't think there's any
requirement that community groups should go out and recruit new core
contributors from among those who haven't shown an interest.

So, can you clarify your concern?  Is this just a general unease with
the way the groups are constituted, or a report of a specific dispute
with a certain group?
