The delineating point we chose was one based on control: project and
community leaders currently have editorial control of their respective
project and community pages.  "Nobody" (at least from a community
perspective) had control over the rest, but they're of interest to
all.  That's why we lumped "the rest" into this plan, rather than just
"GET /".

Making it just the first page makes some sense based on the history,
but I didn't think we were merely making a reactive proposal; rather
one that potentially provided longer-term structure.
