[ogb-discuss] community voting rules for project initiation

Hi folks,
There's a bit of confusion in the HA Clusters community as to the voting
rules for project initiation. The project instantiation guidelines
(http://www.opensolaris.org/os/community/ogb/policies/project-instantiation.txt)
say in section 3:
Community Groups are encouraged to adopt their own policies for
discussing and approving Project proposals, including timeout periods.
Groups are advised that Article VIII of the OpenSolaris Constitution
provides substantial guidance in this area.
However, the constitution in Article VIII, section 8.4, seems to dictate
exactly what kind of voting is used. Specifically, the table says that
consensus voting is used to initiate a new project.
Is my reading of the constitution correct that we're required to use
consensus voting? Or is this only "guidance" (but not required) as
implied in the project instantiation policy doc?
