[ogb-discuss] community voting rules for project initiation

Thanks, Keith. I suppose it's a bit late for my opinion, since it's 
already enshrined in the constitution, but I'd prefer if community 
groups had a bit more leeway here. In the HA Clusters community we feel 
that majority voting would be more appropriate for project initiation.

Also, I doubt we are the only ones who will be confused by this, so I 
suggest the consensus requirement should be documented either on 
http://www.opensolaris.org/os/projects/#portal or 
http://www.opensolaris.org/os/community/ogb/policies/project-instantiation.txt

Just my 2 cents.
