[ogb-discuss] I18n/L10n Community Core/Contributors list

Hi OGB,

I18n/L10n Community started compiling a formal list of our contributors 
and core-contributors:

I've checked that all individuals are registered and have signed SCA. 
Please grant the appropriate rights to the listed individuals. The list 
should be much longer than what you see. I'm gathering the names from 
individual language community leads for up-to-date information. Thanks.
