So I agree that this is the right tack to take in the long run.

The short timeframe in Alan's proposal indicated that there is a
perceived need to start requiring open reviews *now*. That's
inconsistent with waiting to charter a new body before enforcing the
requirement.
I think this can be solved in the short run by having the OGB recognize
open-to-the-public reviews conducted by existing solaris organizations
such as PSARC as meeting the requirement for architecture review of
proposed changes to opensolaris until such a time as there is an
OGB-chartered ARC.
