Someone (probably Keith) can correct me here, but I think I'm now
running into exactly the same confusion myself that others are with
the new process.
First of all, the instructions here:

don't match up at all with what I thought we agreed to. Why is this
text still out of date? Who has the ability to change it (I know I
don't)?
I'm under the impression that in order to start a new project, I need
"endorsement" from a "community." That part is clear, but that's
where things start getting murky. I don't know what "endorsement"
really means. The word doesn't show up in the constitution. Searches
of the archives show zillions of people asking the same question, but
no clear answers.
At a guess, I *think* the project proposal needs a "+1" from a "core
contributor" in that "community." This is where I run into the next
problem. Nothing on the site seems to list who the "core
contributors" might be for any community group. How can I ask for
endorsement if I don't even know whom I'm asking? Just send a message
to the open list and hope for the best? What if someone who doesn't
have the right appellation gives a +1? Do those people even know who
they are? (I know I don't know if I'm considered a "core contributor"
anywhere, and I see no way to look up such information.)
And it seems that the actual endorsement needs to be put into effect
on the web site itself by a "community leader" who has the ability to
change the web site. But now I'm in a catch-22: communities can
currently endorse only those projects that already exist, because the
"endorse a project" link goes to a pre-set list of the known projects.
The tool restricts this. Thus, I can't get an endorsement until my
project exists, and I can't create my project until I have an
endorsement.
But it is clear that I'm crazy if I want to fly. ;-}
