Right. One of the requirements (for that long list) is that the bug
database itself -- not just the front-end _access_ to the database,
but the raw contents -- are openly available for anyone who wants to
set up his own copy.
Just like the open source code management.

I'll just refrain from commenting on bugster. I'm more interested in
the requirements.
