That's the right document.

It doesn't really have a role.  Projects are proposed and discussed in
a Community Group (or in multiple groups, if applicable), and when the
group determines it wants to sponsor the project, it contacts the
project herald and resource administrator (Eric Boutilier).

Community groups are in charge of projects, not the OGB.
