 4.1 Disputes

Disputes are expected to be resolved within groups according to their
normal documented decision-making procedures. If a dispute can not be
resolved within a group or spreads between groups then a participant
may ask the OGB to mediate/resolve the issue. The OGB will consider
disputes on a case-by-case basis.

   Q: Who has standing to bring the OGB into the fracas?   Anyone?  An
OGB member?  Only someone from an affected group?  Only Leaders? ...
