[ogb-discuss] Project Instantiation Policy

While reviewing John Plocher's (excellently crafted) project 
instantiation request I was struck by the fact that its "sponsored" by a 
single CG and that, never the less, the requested is presented to the 
OGB.  Upon reviewing the Instantiation Policy I was surprised that John 
is absolutely correct in his request.

The existing policy is in conflict with the Constitution which states in 
section 7.1: "Community Groups are, in turn, responsible for initiating 
and managing projects to accomplish those activities."

CG's should not require the approval of the board for instantiation, and 
furthermore as I've noted before, the concept of "endorsements" should 
be completely done away with.


How then shall we proceed?  My initial thought is to:

1)  rescind the existing policy and potentially replace it; 
alternatively we could simply "amend" the existing document.  2) 
"endorsement" should be done away with similar to "leaders". 
3) The process of project creation should be properly defined (and 
automated if possible) to allow a smooth process of creation for CG's 
with minimal human effort outside the CG leadership.

I'll be preparing motions to put up for action in the future meetings 
and open to discussing courses of action prior to such time as this can 
be address during a regular meeting of the board.
