I'm not sure holding an election that often is necessary, but I do
like the X.Org Foundation's model of electing 4 members a year for
2 year terms on it's Board.    (Bootstrapped in the first election
by having the 4 highest vote getters win 2-year terms, and the next
4 win 1-year terms.)

Of course, that leaves an even number of members, allowing for tie
votes with no tiebreaker, but I don't know if that's been a problem
in X.Org.
