They can't currently do (4) on their own right now, but the other
parts of that process seem reasonable to me, and nobody has ever
required that (3) be done before any other step.
I'm not sure what you're complaining about here, but it doesn't appear
related to any Solaris or OpenSolaris development process with which
I'm familiar.
