By the way, that role was virtualized and has multiple people working it
now, via project-setup at opensolaris.org. Also, setting up a new project
doesn't include bugzilla category or scm repository; only blank website
space and mailing-list setup. (And many projects don't even end up wanting
a discussion list separate from the umbrella CG level list; instead opting
to wait and see if/when traffic and sentiments warrant spinning of a
project-specific discussion list.)

I totally agree about a simple web form by the way, but don't let the fact
that one doesn't exist influence anything. I bet commitment to have one
would appear pretty fast if, for whatever reason, the new project
submission rate were to rise significantly. That rate is currently about
2-5 per month, which is easily manageable the way we're doing it now
(e-mailing the project-setup at opensolaris.org team).
