Yes - there's a Constitutional requirement to be "registered with
the community", which we have implemented as "registered for a
username on opensolaris.org."   (Section 3.2)

Spending 2 minutes to fill out a simple form hardly seems like
a burden - clearly someone unwilling to do that is unwilling to
accept membership in an OpenSolaris community group anyway.
